would therefore be in service of the National Climate Action Plan, DLA Climate Action Plans, and an array of policies relating to sustainable workplace mobility and digitisation. The aim of the project would be to assess the operational, technical, and behavioural aspects of staff shared mobility for DLAs, with hubs already established in Dublin City Council, Fingal County Council, and Dún Laoghaire-Rathdown County Council, and under consideration in South Dublin County Council. As part of the pilot period running from 2018–August 2022 (paused for COVID), multiple dimensions have been tested including partnership arrangements, technologies, site-specific needs, vehicle types, staff engagement, data collection, and so on. Next steps would involve a market sounding exercise (PIN) followed by an exploration of how to collaborate on a joint procurement process based on the results of the PIN, across the 4 DLAs. 26. Smarter Travel Award/Mark The Smarter Travel Mark, to be developed by the NTA, will recognise a workplace or campus as being committed to active and sustainable travel for their workforce, students, or visitors. Where feasible, organisations will be encouraged to unlock car drivers’ habits by rewarding staff for giving up driving spaces and may consider reducing their sites’ available car parking spaces. Public sector organisations could be specifically encouraged to apply for certification, but the Mark would be available to organisations of all sizes demonstrating a commitment to sustainable travel. Three levels of certification will be available, and all organisations should aspire to reach gold level. • Bronze: The organisation has basic facilities in place to support sustainable commuting and is committed to further Smarter Travel actions. • Silver: The organisation has a broad range of measures in place that support sustainable commuting and is committed to further Smarter Travel actions. • Gold: The organisation has outstanding measures in place that support active commuting and is committed to long-term investment and leadership in Smarter Travel. Where feasible, the organisation has decommissioned car parking spaces to encourage sustainable travel. 27. Last Mile Delivery Under this Project, Smart Dublin will seek to progress two sub-projects within the last mile sphere. 1. Kerbside Management • Dynamic management of kerb assets (parking and loading bays) to manage vehicle movement, generate new revenue streams for the city and aid better planning of the public realm. This sub-project aligns with Dublin City Development Plan 2022. 2. Micro Distribution Centres (Microhubs) • Reducing the number of bigger, motorised vehicles entering the city and increasing the use of smaller, cleaner, or zero emission, vehicles for lower congestion and Greenhouse Gasses (GHGs). Public Transport 28. Moyross Train Station The Moyross Train Station project by NTA will deliver a new train station in a growing area of suburban Limerick in which significant investment is being made in regeneration. The construction of this train station is a key element of the Limerick Shannon Metropolitan Area Transport Strategy 2040 to support compact growth and improve connectivity for the area’s growing population. The acceleration of this project, which is funded by the NTA, will provide tangible benefits to the local area and facilitate a significant modal shift to more sustainable modes of travel. 29. Waterford North Quays The North Quays Pathfinder Pwill deliver a new sustainable transport bridge as part of the Waterford North Quays urban regeneration project. This project will also relocate Plunkett train station to better connect to Waterford city centre via this new pedestrian, cycle and public transport bridge. The relocation of the train station and the new bridge will enable transport-orientated development in Waterford city in line with the National Planning Framework and the Sustainable Mobility Policy and provide for a significant modal shift in journeys through and from the city.” 30. Athlone Bus Service Electrification The transition of the Athlone Town Bus Service to battery electric buses has been developed by the NTA as a pilot project to define the pathway to the transition to zero emissions. The project considers all aspects of the transition including fleet, bus depot electrification and installation of charging infrastructure, driver and maintenance training, new technology requirements such as depot and charging management systems, and operational impacts of battery electric vehicles. This pathfinder project will see early outcomes as electric buses come into service in Q1 2023 and will be used to inform the plan to transition to zero across all urban bus fleets.
